でも、よく考えてみたら、僕たちがアシモフとハナに占い合うと命令だとしても、アシモフとハナは僕たちの命令どおりしないの可能性も高い。
処刑にも適用されると思う。 たとえば、「Aを処刑しよう」と言っても、しない人もあると気がする。

I also don't understand well because I'm poor at mathematics.^^;
But, on second thought, even we ask アシモフ and ハナ to divine each other, the probability they won't do as we ask is high.
I think it's also applied on execution.
For instance, even we say, "let's execute A", I guess there are some people who won't do it.
